This publication largely identifies barriers related to permitting procedures and grid connection of PV systems. Many of these could be resolved by full implementation of the Directive for the promotion of Renewable Energies. Concrete recommendations to remove or simplify the barriers hindering the development of PV systems have been formulated by the PV LEGAL consortium.

We therefore urge Member States and the European Commission to consider the numerous recommendations summarised in this publication. They have been developed by national associations to improve the legal and administrative framework related to PV systems in their respective countries.

PV markets are continuing to expand rapidly despite the global economic situation. The quantity of PV power being generated on sunny days is starting to impact the prices for electricity in some European markets and reduce the running time of conventional generation. Interactions between PV and conventional electricity generation are beginning to become significant practical issues, rather than just issues of academic importance.

This newsletter reflects these trends through three main themes.

SUNRISE is a Co-ordination Action type project financed within the 6th Framework Programme. The main aim of the SUNRISE project is to support the key objective to reduce costs of PV systems by achieving further growth to compete in the liberalised energy market of the future. The co-operation with important stakeholders and networking with the European PV industry needs will lead to cost reduction as a direct result of stimulating market demand. With the anticipated reduced levels of subsidies, the manufacture of PV systems needs to be more cost-effective if the PV industry wants to be competitive with conventional energy production. Therefore, the SUNRISE project delivers the basis for ensuring a cost-effective supply of PV products by improving interaction and production processes within the European PV industry and through involving all relevant stakeholders, in particular those in the construction sector, utilities, planners and architects.

 


IP PERFORMANCE FINAL BROCHURE

This brochure provides an overview of the main outcomes of the European Integrated Project (IP) PERFORMANCE. The project, funded through the 6th Framework Programme (FP6) of the European Commission, has been carried out by 27 partners representing the most experienced companies, research institutes and universities in Europe.  

This document highlights the key results of the different subprojects that were undertaken in the project. These include industry recommendation for indoor power measurement and energy rating of photovoltaic modules,  monitoring guidelines for optimizing PV systems power output;  energy yield modeling  and service lifetime assessment for PV modules. Furthermore, building integrated photovoltaics (BIPV) issues are also covered.

During the 4 years of the projects, a series of workshops and conference have taken place in order to increase the interaction with the industry; an overview of those events is given including links to all presentations.

The results of the project are direct input into standardization processes on European and international level and therefore a list of the relevant standards which have been defined or updated by the project is included. The brochure concludes with an overview of the scientific papers that were submitted within the scope of the project.

The Eighth Edition of the “PV Status Report” tries to give an overview about the current activities regarding Research, Manufacturing and Market Implementation. Not every country and development is treated with the same attention, but this would go beyond the scope of this report. Nevertheless, this report provides a useful overview about the situation world-wide.

Spain and Germany set the pace for the world photovoltaic market in 2008, which grew to more than twice its 2007 size. The European Union continued to drive photocell installation with an additional 4592.3 MWp in 2008, or 151.6% growth over 2007.

However, European growth prospects for the photovoltaic market in 2009 being dampened by the global financial crisis and the scheduled slow-down of the Spanish market.
