
Background:
The European energy policy has developed in the last decade with the European Union striving to achieve sustainability, competitiveness and security of supply. The first EU Energy Action Plan has been largely executed through new legislation, such as the Directive on the promotion of the use of renewable energies (New Directive on RES) and the Third Energy Package.
In order to prepare a new Energy Action Plan for the post 2010 period, the European Commission (EC) has invited all stakeholders to express their views on a stocktaking document that provides an overview of achievements and future challenges of the EU energy policy. In the meanwhile, the European Parliament (EP) has drafted a Resolution to comment on the stocktaking document.
A Communication on a new Energy Action Plan for Europe 2011–2020 was issued by the EC in the beginning of November 2010. It will be endorsed by the European Council in March 2011.
